In comparing the resolution results of all three cases, modernization stands out as having the highest chance of success and the lowest chance of failure. Application package implementation is also favorable to success, but more likely it will be a challenged project. However, the package implementation is twice as likely to fail as the modernization project. The largest risk for the organization is the new software application development. It is six times more likely to fail than a package implementation. New software development projects of this size have a poor track record in general, and only organizations with a very high-quality project environment have success.
